Since this was announced a few days ago I have been reading up on what all it includes and requires permits for because I fear it will effect all of us that like to play in the streams. I have been reading through their website and there are so many caveats it is hard to determine the meaning of the language. If somebody more talented in the legal field than myself could please bring light onto the topic it would be much appreciated? I am looking for the full 2000 page New Regulation to read for myself but cannot seem to find the full document, only partial caveats on their website.

I have scrubbed through what they have posted on their websites and it is clear that they are attempting to shut down most forms of dredging but I cannot find anything specific to mining. From what I can tell all forms of dredging now require a permit, but I have not found anything about mining operations, just farming. Their websites are covered with politically correct "Fact Sheets" just like our White House has done, but we need to understand the true meaning of the law changes and what they are attempting to shut down?
