HI Frank I have gone through many pages and documents, it looks like the closure was to only be when and in area of work. I am not sure and could not get hold of the correct person in the needles BLM office. I would suggest calling them to see and be sure to have the 4 star claim location on hand to give them. It seems that route is a ROW and it could be that the no trespassing signs are meant to relate to off road use. I know that in 2014 my predecessor did some research on this but it seems the notes may not have been digitized. I do have pictures of the signs that I saved in the database and that is the only reason I know it was worked on previously. I have a picture of three different types of signage. Two are no trespassing signs on opposite sides of the road, this area may be where the ROW is going through some private land and then there is an ESA sign with Transmission project insignia on it. This is the one I would be interested in knowing about and the parameters of meaning of this sign should be known by the BLM office. The claims have been accessed through those roads from before 2000, let them know that. Thanks for bringing this to our attention and yes I did get the mining report or report that was sent in but have been very busy. Sorry for the delay in answering. The monitor that you would get permission from according to the sign is the monitor associated with the transmission project which at the time and possible still is monitoring under their contractual agreement and ROD through the BLM. That is why I suggest contacting the BLM.
I found a few contacts but they may be out of date, they are still on the website though. addresses Nevada.pdf
