That would depend on the ranger or B.L.M. district you are going to and who you talk to there. The best way to see what you can use is to contact a local chapter to find out what the norm has been. A GPAA member does not have to contact the claim owner to use a claim. You can go out and use it anytime you wish, we have already procured permissions for members to use the claims before we list them. The use is specified as casual which usually means no permit should be required. If an NOI in needed would be more correctly be referred to as a registration as no funds are needed for the notice. There is some divination form this in area that special use permits that may be needed such as a dredge permit as an example (not in California). We do not list these actions in the guide as they seem to change as soon as a guide comes out. My opinion is that it is better to not show information if it has a tendency to be ever changing so as not to mislead members.    For the most part the icons at the top of some pages of the guide are left overs form the last guide, I thought they were coming out, so I would not go by those.
