I thought I read somewhere that a claim to be kept active, the claim owner must have intent on mining it and do so yearly. What about all the claims that have been sitting without any work for decades. Are they still valid as long as the payments are made every year, or does the fact that there is no intention of ever working them make the claim invalid?
