First question is where are you planning on this operation.
Next, how much area and equipment and types of equipment. Is this going beyond what is considered casual use. Who controls the ground, BLM, USFS, State.
Best bet is to contact the agency involved and see what the requirements are for the operation you have in mind. They will set the parameters of how much ground can be worked at one time, what reclaimation has to be done before opening new ground, and what/how much reclaimation bond is required.
Not going to be a fast process if you're on federal ground. I've seen NOI's and POO's that have been in the hopper for 4-5 years, and not finished yet.
