Not sure what they are called in Oregon, here in Cal they are the "Dept of fish and wildlife", Im sure Or has something similar.
Usually find rules and such on their website now days.
Not sure if it's the state of Wash or Oregon that requires one to have and carry a "fish rule book"
Good luck, here in California in their wisdom, they did not make dredging illegal, but wont sell the permits to dredge essentially killing dredging in Cal
I would not be surprised if the cancer spreads to other states
